Permanent underclass

A permanent underclass is a group cut off from productive assets and effective political power, with no realistic way to regain either. The worry is that advanced AI could create one.

The concern goes beyond unemployment. Income support can relieve deprivation and still leave recipients dependent on whoever controls production and enforcement. Universal Basic Income addresses income directly; AI ownership asks whether people also retain a claim on productive assets and some control over their use.

UBI and loss of political leverage argues that losing labor leverage could make redistribution revocable; UBI needs durable political power examines what that argument requires of Political bargaining power.

Open questions

  • What would make exclusion permanent rather than temporary?
  • Can democratic participation remain effective after most labor loses market value?
  • What forms of distributed ownership would carry meaningful control rather than only a payment promise?
